Virtual Power Plant

How a virtual power plant works

A virtual power plant (VPP) is a digital platform that aggregates and controls distributed flexible energy assets — BESS units, industrial loads, generators and data centres. ISP Estonia OÜ operates VPP solutions from 500 kW.

01

Asset Aggregation

Aggregates multiple flexible resources under a single control system, enabling market participation with bids from as low as 0.1–1 MW.

02

TSO Signal Response

Receives activation signals from Elering and automatically adjusts load or generation within seconds.

03

Real-time Balancing

Balances supply and demand in real time across the entire portfolio, maximising revenue.

04

Reserve and Balancing Energy

Provides contracted reserve capacity (FCR, aFRR, mFRR) and activates balancing energy on demand.

Legal basis — Estonian Electricity Market Act

Under the Electricity Market Act (RT I, 2003, 25, 153 — last amended 2023), independent aggregation is permitted in Estonia. ISP Estonia OÜ holds a full BSP licence under Elering.

Market Access and Regulation

Baltic energy markets open to independent aggregation

Estonia leads the Baltic states in regulatory openness, with Latvia and Lithuania following closely. mFRR opens to independent aggregators in 2026.

Participation Options

BESS or flexible loads

Not every site needs a full battery system. Flexible industrial loads can also participate in balancing markets.

Full BESS · from 150 kW

Battery Energy Storage System

A full bidirectional battery system — can both charge from and export to the grid. Required for FCR-D, energy arbitrage and maximum revenue potential. ISP Energy finances 100% of CAPEX.

Grid requirement: Bidirectional import AND export must be permitted at the point of connection.
Flexible load · from 100 kW

Industrial Flexible Loads and VPP

Factories, data centres, logistics centres and large commercial consumers can participate in FCR-N markets using existing controllable loads — no battery required.

Grid requirement: Unidirectional consumption is sufficient. No export capability required.
Technical Requirements

What we need from you

To provide a binding commercial proposal, we need a few key details about your site. The site assessment is always free of charge.

Site Technical Data

  • Connection voltage — LV, MV or HV; single- or three-phase
  • Distance from switchboard or transformer — in metres
  • Rent — agreed floor space rental if applicable
  • Capacity charge — potential capacity tariffs at your site

Critical Information KEY!

  • Available capacity (kW/MW) that can be reserved 24/7 — the most important parameter
  • Bidirectional capability — whether the connection permits both import and export
  • Peak and off-peak load patterns — helps optimise arbitrage revenue
BESS: Bidirectional import and export must be permitted.

Load banks / VPP: Unidirectional consumption from 500 kW is sufficient.
